The Housing Authority of the City of Los Angeles (HACLA) is one of the largest Public Housing Authorities in the nation that provides the largest stock of permanent affordable housing in the Los Angeles area. The two major programs the HACLA administers are the Public Housing (Conventional) and the Section 8 Housing Choice Voucher Programs. Both programs are regulated and funded by the U.S. Department of Housing and Urban Development (HUD). Rents paid in both programs typically are 30% of adjusted monthly income. The HACLA Section 8 department also administers special programs such as Housing Opportunities for Persons with AIDS (HOPWA) and Shelter Plus Care. Additionally, the HACLA owns and operates over 2,400 units of other affordable housing under its Asset Management unit.
