The HOPWA funding provides rental assistance and supportive services for eligible low-income persons living with HIV/AIDS. Assistance includes: emergency and transitional housing, emergency housing (motels) and meal vouchers, housing information referrals, tenant-based rental assistance (similar to Section 8), rent, mortgage, utility assistance, permanent placement grants (towards security deposits), legal services, food delivery and food bank services, companion animal assistance and the development of housing projects.

Description: 

The Rent Escrow Account Program (REAP) was established by the City of Los Angeles to ensure that minimum housing standards are maintained within residential rental units. When a property is cited for habitability violations and the time allowed for compliance (including any extensions) has expired without compliance, a property is placed into REAP, and a corresponding rent reduction is determined for the affected unit(s). Tenants have the option to pay the reduced rent to the property owner or into an escrow account managed by the Los Angeles Housing + Community Investment Department. These rental payments may be used to pay for costs associated for repairs at the property, for tenant relocation, or other uses permitted by the Housing Code.

Utility Maintenance Program (UMP)
The Utility Maintenance Program was established as an enforcement program to assist tenants residing in rent-stabilized units within master-metered buildings at risk of having their utilities shut off due to nonpayment of the utility bill by building owners. When owners fail to meet their obligations in maintaining the utilities for eligible rental properties, the Los Angeles Housing and Community Investment Department (HCIDLA) will establish an escrow account into which tenants voluntarily can deposit their rental payments. HCIDLA then is able to release funds to the utility companies in order to maintain utility services to the affected tenants.

Bearing some similarities to other cities'"rent control" programs, the Los Angeles Housing + Community Investment Department (HCIDLA) administers the Rent Stabilization Ordinance (RSO) of the City of Los Angeles, which protects tenants from excessive rent increases while allowing apartment owners a reasonable return on their investments. The RSO covers rental properties of two or more units on a lot that were built before 1978. Information by telephone regarding landlord and tenant rights in relation to this ordinance may be obtained through the Rent Stabilization hotline (see contact info). Description: 
The Handyworker Program provides free minor home repairs for low-income seniors and persons with a disability who own and occupy a single-family home in the City of Los Angeles (two-unit properties are eligible if one unit is owner occupied). Homeowners must be 62 years of age or older or have a disability, and have income that is less than the required maximum (see amounts on the HCIDLA website). The repairs address safety and habitability concerns including doors, windows, flooring, faucets, sinks, toilets, water heaters, light fixtures, electrical outlets, railings, smoke detectors, carbon monoxide detectors, rain gutters, painting, and accessibility concerns including wheelchair ramps. The program also provides for the installation of safety and security devices for eligible homeowners and renters. Participants must be 62 years of age or older or have a disability, and have an income that is less than the required maximum. Available items include grab bars, handheld showers, and shower chairs.
